Indefinite Hunger Strike of Contract Labourers of ECL: A Report

Indefinite Hunger Strike of Contract Labourers of Eastern Coalfields Limited for 4 days compelled   management to take positive steps towards implementation of the new wage rate for the contract labourers

Eleven number Contract labourers of Eastern Coalfields Limited are sitting  at Indefinite Hunger Strike  for  implementation   of new  wage rate  – Rs. 486 , Rs. 521, Rs. 556  and Rs. 592 and other terms and conditions mentioned in the recommendation of High Power Committee of Coal India Limited  for all the contract labourers of  Eastern Coalfields Limited including contractual Security Personnel and all type of surface workers from 10th November, 2014 infront of the CMD office of Eastern Coalfields Limited. On 18th February, 2013 General Manager (MP&IR), Coal India Limited issued an order to implement wage and other terms and conditioned mentioned in the recommendation of High Power Committee for all contract labourers of Coal Industry from 01/01/2013. Around 350 to 400 contract labourers from 30 to 35 collieries of 7 areas gathered on 10th November morning infront of the gate of Head Office(CMD Office), Sanctoria, Asansol, Burdwan. 11 contract labourers have started hunger strike along with slogan shouting and a rally.

We had a discussion on 10th and 12th November, 2014 with one Chief Personnel Manager, B. C. Rajkumar and Sr. Manager(Personnel), Debasish Acharjee for long time. But they did not able to say about the implementation of the wage rate of High Power committee. Only they said that the contract workers of outsourcing collieries  are entitled to pay the wage rate of High Power Committee. But we repeatedly said that for some cases the contract workers of   non outsourced collieries who are engaging at all job of collieries are receiving the wage rate of High Power Committee. The contractors’ labourers of other collieries and places of ECL have not received the rate of High Power Committee.

We also said that there are office order from coal India Limited which are supporting our demands.But two personnel Manager did not agree with the above office order and recommendation of  High Power Committee.

So we  made a demand  to arrange a positive and fruitful discussion with Director Personnel (DP) who is a signatory of the recommendation of High Power Committee at evening on third day of Hunger Strike, 12th November, 2014.

4th day of Hunger strike

On 13th November 100 to 120 women members of the workers’ family gathered at the manch of Hunger strike. At 1 P.M. around 500 workers and  family members took part a rally at the front road of the CMD office of Eastern Coalfields Limited. At 3 P.M. the technical secretary of Director Personnel made a confirmation of an appointment with DP on 20th November, 2014. After receiving written confirmation of the appointment with DP we decided to withdraw our hunger strike temporarily and also decided that if there will be no fruitful discussion with DP we will further sit for indefinite hunger strike.

20th November, 2014

A discussion took place on 20th November, 2014 between our General Secretary, President, and other two executive members of our union and Director Personnel and other three personnel officer for one and half hour. DP made commitment that the workers of mining area including CHP will receive the rate of High Power Committee from immediate effect and he will take all necessary steps to implement the same. But the contractual private security personnel have not received this rate. DP also said that the private security personnel are receiving the minimum wage of Central Government and this will be continued.

Now we think for next stage of movement regarding implementation of the wage rate for the contractual security personnel. At the same time we are engaging at unit(colliery) level movement to implement the above wage rate.
