UP: Report on Nirman Karya Mzdoor Mistri Union (Reg.) First State Conference at Kurukshetra

Nirman Karya Mzdoor Mistri Union (Reg.) organised its first State Conference at Jat Dharmshala hall Kurukshetra on 21June 2015. Inspite of rainy weather a large number of construction workers participated in the conference which was presided over by the union president Karnail Singh.

Jan Sangharsh Manch Haryana adviser Dr. C.D. Sharma addressed the conference as chief guest. A short report of the movements done by the union was presented by the union secretary Suresh Kumar. Greeting the construction workers on their first state conference Manch adviser Dr. C.D.Sharma said that union is continuously fighting for the workers’ rights and against the anti-worker policies of govt. The construction workers who belong to unorganised sector, on one hand are being exploited at the hands of employers on the other hand government is befooling them by announcing different schemes and then putting different conditions to get the benefits. They are the real makers of world. They will have to unite themselves and struggle for their rights to get freedom from exploitation.

Addressing the conference, union president Karnail Singh said that in Haryana for building and other construction workers government formed Board of Construction workers Welfare (BOCW) in 2007 and govts announce different schemes. Now BJP Govt announced that by getting registered under the board the construction workers can get benefits under 22 schemes. Reality on ground is that in govt offices even the forms to apply for such schemes are not available, even no permanent staff is available at the BOCW office and registration process is made too difficult.

Recently P&H high court rebuked Haryana govt. pointing out that BOCW collected 1552 Crore rupees on account of registration fee and other fees from construction workers under registration process but board spent only 52 crore rupees and 1500 crore rupees still lying with the board. High Court strictly directed the board to spend the rupees immediately and said that keeping workers’ money is an offence.

Union President clearly stated that the main aim of union is not only to struggle for the economic demands of workers but union will struggle to unite the workers against the exploitation based capitalist system. Workers have nothing to lose but their chains and to break their chains of exploitation the need of the hour is to strengthen the union and intensify the workers’ movements in the direction of socialist revolution in the light of Shaheed E Azam Bhagat thoughts.

Jan Sangharsh Manch Haryana, State president Phool Singh Gautam, MNREGA Mzdoor Union (Reg.) propaganda secretary Som Nath, Employees leader Bhagwat Swaroop, women activist Chander Rekha also addressed the conference.

A state committee got elected at the conference and conveners for the six districts (Jind,Kaithal, Sonepat, Ambala, Karnal, Kurukshetra) were declared. On coming 28June kurukshetra unit will organise its distt. Conference. Agenda of the union for the further struggle was put forth in the conference. Mainly the union will have the following immediate demands on its agenda namely:

1. Appointment of permanent employees in Board of Construction Workers Welfare.
2.Registration card of migrant workers should be recognised throughout country.
3. Cancel the condition of a necessary membership period declared for all the benefits announced for workers i.e. after the registration of a worker all the benefits be provided to him immediately.
4. Registration officers be appointed at Block level also.
5. Wife of registred worker should also be given maternity allowances.
6. Under the National health insurance scheme, gaurantee of free medical treatment be provided to whole family of registered worker.
7.Immediate payment to pending files of workers.
8. Proper arrangement be made at labour chowks. e.g. of drinking water, toilets, sheds etc.
9. MNREGA workers who applied for work but govt failed to provide them work must also be get registered under Board.
