Dharna by ECL contract workers on 23rd November at Sanctoria

A dharna of the contract workers of Eastern Coalfields Limited is being organized by Adhikaar, demanding the payment of minimum wages. Adhikar is a local mass organization which is also involved in the movement against the proposed aerotropolis at Andal.

The following is the notice to the ECL authorities stating the demand of the contract workers -

Sub: Notice for Dharna from 23rd Nov, 2009 in front of the gate of Head Quarter of ECL, Sanctoria for the demand of identity card, Counter Payment, Minimum Wage, PF, Medical facility of the contract labourers of ECL

Sir,

We would like to remind you that we had submitted a representation (Ref. No. ECL/141 and dt: 11/08/2009) regarding the violation of Section 72 of The Contract Labour (Regulation & Abolition ) Central Rule,1971 and clause 12.3.0 of NCWA with a list of contract labourers and respective contractors. Till today the contract labourers of ECL neither receive their payment from counter according to The Contract Labour (Regulation & Abolition ) Central Rule,1971 nor do they get the minimum wage as per the central labour law and state Govt. rules alongwith 10% as UG allowance. We also would like to inform you that we gave several representations to the GM, Agent, Manager, PM of all collieries and GM ((Personnel & IR) and also made discussion with all to start counter payment. But we have not received any positive response from all. Even at the time of discussion with Dy Chief Engg(E&M), Hq/Town administration on 13th Nov, 09 he said that his department is not able to arrange sufficient place for counter payment.

We inform you that if no arrangements are made for the counter payment on your end within seven days from the receipt of this notice then we will be compelled to sit in a dharna in front of the gate of ECL Head quarter, Sanctoria from 23rd November,2009. The contract workers will not report for his/her duty from 23rd Nov,2009 onwards and will participate in the dharna.
